An MP has been placed under investigation by parliamentary authorities for threatening Deputy Speaker Joyce Laboso and “causing damage to property” as she disrupted House proceedings.
National Assembly Speaker Justin Muturi notified MPs that Mrs Millie Odhiambo-Mabona (Mbita) had “menacingly pointed at the Deputy Speaker” as she protested over Dr Laboso’s decision to throw her out.
According to Muturi, the Mbita MP “made disruptive utterances” against Laboso’s decision to throw out her party colleague, Dr James Nyikal (Seme).
The Deputy Speaker got angry and decided to throw her out too. When the same axe that had fallen on Nyikal fell on her, Mabona got agitated.
“Before withdrawing, she menacingly pointed at the Deputy Speaker, claiming she had read the Standing Orders,” said the Speaker.
Laboso added that on her way out, Mabona “caused damage to property” and “broke three chairs and one table”. The incident happened last week, and the Speaker is angry that even after five days, Mabona has not apologised.
She has neither gone to the Speaker’s office to give an explanation for her actions, Muturi added.
The House proceedings turned chaotic on Thursday last week as MPs allied to the Opposition’s Coalition for Reforms and Democracy protested a remark by Majority Leader Aden Duale.
Duale had said that the Opposition was “speaking the same language as Al-Shabaab”, a statement which CORD MPs said was branding their party a terrorist party.
Mabona has been suspended before for three days, by the Speaker himself, for being unruly during House proceedings.
The Speaker convened a disciplinary committee to investigate the matter and slap sanctions on the Mbita MP.
He said Mabona has to go through the disciplinary committee “in the interest of order and decorum in the House proceedings”.
The committee will meet next week on Tuesday in the Speaker’s boardroom to decide the fate of the Mbita MP.
The House team has three options: If they find her guilty, they can decide to forgive her, issue a reprimand, or recommend suspension that may last up to 21 days.
