Slightly more than a year after they were sworn in as MPs a number of work-shy legislators have either said nothing or spoken less than five times on the floor of the august House. It is not clear why people elected to speak for their constituents, have not been active on the floor yet they are paid for just that.
A sizeable number of MPs remain dormant and hardly speak in the House, the Star can reveal. Some, according to available records, have never even made their maiden speeches since they were sworn in on March 28, 2013.
Joseph Ngugi Nyumu: Ngugi was elected on a TNA ticket to represent Gatundu South. He took over from Uhuru Kenyatta who was the area MP for two terms. Uhuru did not defend the seat in the last elections since he was vying for President. Despite coming from the President’s home constituency, Nyumu has so far spoken only five times, according to records.
Titus Ngahu: He refers to himself as TNA 1, having been the first MP to be elected on the party’s ticket in the 10th Parliament. He replaced the fiery late Minister John Michuki. There is no record that he has spoken on the floor of the House during the current Parliament.
Raymond Kipruto Moi: The son of retired President Daniel Moi was elected on a Kanu ticket to represent Rongai constituency. There are no records to show that he has spoken on the floor of the House.
Hassan Mwanyoha: The Matuga MP was elected on ODM ticket. Records show that he has spoken once in the chambers. And on that day, he complained to the Speaker that he hardly gets a chance to contribute to debates.
He even questioned the Speaker if he is viewed as a flower girl in Parliament. “Nilikuwa nimevunjika moyo nikifikiria labda Mheshimiwa Spika anafikiria mimi ni mrembo ya Bunge hili kwa sababu kila nikiinuka, nanoa,” he complained.
Suleiman Dori Ramadhani: The Msambweni was elected on ODM ticket. Records show that he has spoken once in the 11th Parliament.
Jones Mlolwa: He was elected on ODM ticket to represent Voi constituency. He has spoken four times in the House.
Shaaban Ali Isaack: He represents Lafey constituency in Mandera County and was elected on URP ticket. Records indicate that Ali has spoken two times in the chambers.
Joseph Samal Lomwa: The Isiolo North MP was elected on URP ticket. He has spoken only two times according to the records.
Silas Kipkoech Tiren: Kipkoech was elected on URP ticket to represent Moiben constituency, Uasin Gishu County. Records show that he has spoken only twice.
James Kipkosgei Murgor: Records of the URP Keiyo North MP indicate the healthcare practitioner, who is a specialised physician, has spoken only three times.
Alfred Kiptoo Keter: The darling of many people outside Parliament probably due to his opposition to Jubilee’s Standard Gauge Railway pet project. He remains a silent debater in the House. Records show the Nandi Hills MP has spoken only thrice in the chambers.
Off the chambers, he is vocal and a thorn to his own jubilee administration. He has previously taken on his party boss, Deputy President William Ruto, on allegations of being silent as URP is cannibalised within Jubilee coalition.
Stephen Kirwa Bitok: He quit his job as Finance officer at Eldoret Polytechnic to contest in Mosop and easily won. But since his election, the URP MP has spoken only five times.
Abdullah Jaldesa Banticha: The Isiolo South MP elected on a URP ticket has only two contributions to his name.
Joseph Samal Lomwa: He was elected on URP ticket to represent Isiolo North. He has made two contributions since election. The first time MP is even a stranger to many parliamentary orderlies. A case in point last year when his car was allowed entry into precincts of parliament only after he identified himself.
Daniel Maanzo: The first term MP was elected on Wiper’s ticket to represent Makueni constituency. He has so far spoken twice on the floor of the House.
Beatrice Nkatha Nyaga: She was elected on a TNA ticket as Tharaka Nithi County Woman Rep. She has spoken three times in the debating chamber.
John Muchiri Nyaga: There is no record of him making any contribution on the floor of the House. He was elected on a TNA ticket to represent Manyatta constituency.
James Lusweti Mukwe: He was elected on Ford Kenya ticket to represent Kabuchai constituency. There are no records of him making any contribution on the floor of the House.
Bernard Munywoki Kitungi: The MP elected on a Wiper party ticket to represent Mwingi West has spoken two times in the House. He is hardly known to parliamentary staff.
Robert Mbui: Wiper’s MP for Kathiani constituency has spoken five times since his election.
Rose Museo Mumo: The Makueni County Woman Rep elected on Wiper ticket has spoken once according to the available information.
Benson Andola Andayi: He was elected to represent Kwhisero on ODM ticket. He has spoken twice.
Enoch Kibunguchy: The Likuyani MP, who even served as an assistant minister in the Kibaki regime, has spoken three times since he was elected last year.
Though he was vocal in the 9th parliament as Lugari MP, the ODM MP has remained inactive since he returned to 11th parliament as Likuyani MP.
Shadrack Manga: Making a return to the House after two misses, the Kanu MP represents Kuria East. He served as an assistant Minister in the Moi administration but available records indicate he has spoken only five times on the floor since his election.
Mathias Robi: Robi was elected on a URP ticket to represent Kuria West. There are no records showing that he has made his maiden speech.
James Obiero Ndiege: He was elected on ODM ticket to represent Suna West. There are no records showing that he has made his maiden speech. However, his highest moment is perhaps slapping a female MP during a heated debate in the House last year.
Mary Sally Keraa: She was elected on ODM ticket as the Kisii County Woman Rep. she has so far spoken twice on the floor of the House according to available records.
Charles Mongare Geni: He was elected on ODM ticket to represent North Mugirango constituency. Records show he has so far spoken only once.
John Ndirangu KariukThe Embakasi Central elected on TNA ticket and former Mayor of the city of Nairobi has spoken once since his election.
George Theuri: The Embakasi West TNA MP has three contributions all done last year.
Joash Odhiambo Olum: The Lang’ata MP elected on ODM ticket has so far spoken three times.
Isaac Waihenya Ndirangu: The Roysambu MP elected on TNA ticket has only spoken once according to available records.
