
The Government of Kenya has invited Kenyans living abroad to participate in shaping the country’s agricultural digital future through public submissions on two key draft policy frameworks.
The call was issued by the Ministry of Agriculture and Livestock Development, which is seeking public participation on the Draft Kenya Agricultural Data, Information and Digital Policy, 2026 and the Draft Digital Agricultural Information Bill, 2026.
According to the notice signed by Cabinet Secretary Mutahi Kagwe, stakeholders—including Kenyans in the diaspora—are encouraged to submit their views, comments, and recommendations before the consultation deadline.
Diaspora Participation Encouraged
The ministry emphasized that diaspora engagement is important because Kenyans abroad are increasingly involved in agricultural investment, agri-technology, food supply chains, and remittance-driven rural development.
Through Article 10 of the Constitution of Kenya 2010, the government is required to ensure public participation in the development of legislation and policies.
As a result, individuals, organizations, farmers, agri-tech innovators, and diaspora investors are invited to contribute their feedback.

Goal of the New Digital Agriculture Framework
The proposed policy seeks to create a national framework for managing agricultural data and digital services across the sector.
If adopted, the framework will:
- Improve coordination of agricultural data and information
- Support digital agriculture innovation and technology adoption
- Enhance data sharing among farmers, researchers, and institutions
- Promote evidence-based agricultural decision-making
- Strengthen Kenya’s food security and agricultural productivity
A key component of the bill is the proposed establishment of the Kenya Agricultural Digital Information Centre (KADIC), which will serve as the central hub for agricultural data systems.

The ministry announced that the public participation window runs from March 10 to March 27, 2026.
