Otieno entered his guilty plea in Orange County Court on Tuesday, admitting to second-degree grand larceny, a Class B felony categorized by prosecutors as a public corruption crime. The charge carries significant prison exposure under New York law.

How the Fraud Worked

According to court records and prosecutors, Otieno exploited his official access to the town’s bank accounts and financial records between June 2022 and September 2024. Using insider knowledge, he authorized and executed unauthorized transfers of public funds into personal business accounts he controlled.

Investigators described the scheme as “highly sophisticated,” alleging Otieno set up shell companies to disguise the flow of money and avoid detection during routine audits and reconciliations.

Otieno’s attorney told the court that his client had accumulated more than $200,000 in personal debt, largely attributed to fertility treatments, which the defense said contributed to his decision to commit the crime. Sentencing and Restitution

Under the terms of the plea agreement, prosecutors are recommending a prison sentence of 4 to 12 years. Sentencing is scheduled for June 1, 2026.

Authorities confirmed that the Town of Wallkill has been fully reimbursed for the stolen funds by its financial institution. Importantly, investigators stated there is no evidence of wrongdoing by other town officials or employees connected to the case.
