The journey to becoming an Advocate of the High Court of Kenya is one marked by sacrifice, resilience, discipline and determination. For many aspiring advocates, financial challenges often stand between them and their dream of completing the Advocates Training Programme (ATP) examinations.

Recognizing this challenge, the Council of Legal Education (CLE), in partnership with the Higher Education Loans Board (HELB), established the Bar Examination Loan (BEL) a strategic financial support initiative designed to ease the burden of ATP examination fees for needy candidates.

Since its introduction, BEL has supported over 2,148 ATP candidates, enabling many deserving Kenyans to sit for the bar examinations and pursue their professional aspirations. For many beneficiaries, this support was more than just a loan — it was a lifeline, a second chance, and a bridge to a legal career.

Today, many of those beneficiaries are now accomplished lawyers, advocates, legal consultants, judicial officers, corporate professionals and scholars serving both within Kenya and across the globe.

As the legal profession continues to grow, so does the demand for financial support among new ATP candidates. Every examination cycle, many bright and deserving candidates struggle to raise examination fees. BEL remains one of the most impactful interventions in promoting access, equity and opportunity in legal education.

However, for BEL to continue transforming lives, repayment by past beneficiaries is critical.

To our Kenyan lawyers and advocates in the diaspora who benefited from BEL, this is a heartfelt appeal: your repayment is not merely a financial obligation it is an investment in the future of legal education and in the dreams of another aspiring advocate.

Every repayment made helps replenish the fund and creates an opportunity for another needy candidate to access support and pursue their legal career. By repaying your BEL loan, you become part of a continuous cycle of empowerment, mentorship and nation-building.

BEL repayment begins 1.5 years after disbursement, with the loan attracting a manageable interest rate of 4% per annum on a reducing balance.

The Council of Legal Education and HELB remain committed to expanding access to legal education and ensuring that deserving candidates are not left behind due to financial constraints. But this mission can only succeed through collective responsibility and goodwill from past beneficiaries.

To every advocate and lawyer in the diaspora who once received BEL support: your contribution matters. Your repayment can help another student write their exams, qualify as an advocate, and ultimately contribute to the administration of justice and the development of our nation.
