President William Ruto has been actively involved in discussions and decisions regarding the cultivation and regulation of miraa (khat) and its variant, muguka.
These stimulants are widely consumed in Kenya, particularly in regions like Meru and the coastal counties.
In May 2024, President Ruto reversed a ban imposed by governors of coastal counties on the sale and consumption of muguka.
He emphasized that muguka is a legal crop under the Crops Act 2013 and the Miraa Regulations 2023, and any contradictory laws or orders are null and void. This decision was aimed at supporting the livelihoods of farmers in regions like Embu, where muguka cultivation is a significant economic activity.
Furthermore, in May 2024, President Ruto convened a meeting with local leaders from Embu County to address concerns about the muguka ban.
He reiterated that muguka is legally recognized under national legislation and announced a government allocation of $3.7 million in the financial year to expand khat farming in the country.
