NAIROBI, Kenya, August 30 โ No student should be in class later than 3.30pm, if the government proposals on the Basic Education Regulations, 2014 are adopted.
The Ministry of Education has proscribed the official school hours for all public and private day Primary and Secondary schools to be between 8.00 am and 3.30 pm class hours and 3.30 pm to 4.45 pm for games and clubs.
These are among the provisions in The Basic Education Regulations, 2014 that the Ministry of Education has drafted for discussion and adoption to operationalise the Basic Education Act, 2013.
The rules are aimed at enabling learners to play, and limit confining them to class work all day long to ensure teachers use official teaching hours to teach.
It will also help stop the demands that parents get from teachers to pay for the extra tuition they are providing outside official teaching hours.
The discussion chaired by the Acting Education Secretary, Leah Rotich concluded that students should be allowed between 5.00pm to 9.30 pm to carry out self-directed, and have the period between 9.30 pm to 6.00 am to rest for boarding students.
At the same time, the Ministry of Education seeks to change learning and vacation.
Under the proposed regulations, the first term learning for basic education and training institutions shall be from first Monday of September to last Friday of November bringing to 13 weeks of learning.
Students are expected, to do seven days Community Outreach for all students during the first week of December.
Under the proposed regulations the second term learning shall be from first Monday of January to last Friday of March bringing to 13 weeks of learning. This should be followed by seven days of Community Outreach for all students/ pupils during the first week of April.
The Community outreach one week during school vocations under the supervision of the respective Board of Management in collaboration with Parents Teachersโ Associations shall include but not limited to environmental cleaning, tree planting, charity walks and other voluntarily services to the community.
Finally, the third term learning shall be from first Monday of May to last Friday of July bringing to thirteen weeks of learning and followed by be seven days of Community Outreach for all students/pupils during the first week of August.
Third term vacation shall be for five weeks in August.
