The Jubilee Coalition had used its numerical supremacy to muscle through the controversial amendments in Parliament in December 2014 despite ugly protestations by the opposition.
The ruling on Monday was made by Judges Isaac Lenaola, Mumbi Ngugi, Hillary Chemitei, Hedwig Ongโudi and Joseph Onguto.
Eight clauses in the security laws had already been suspended by Justice George Odunga on January 2, when he heard the urgent application by the Coalition for Reforms and Democracy (Cord) and the Kenya National Commission on Human Rights (KNCHR).
