Governor Rutto sacks two ministers in reshuffle

Bomet Governor Isaac Rutto fired two ministers over non-performance on Wednesday in changes he said will ensure service delivery.

Rutto sacked Patricia Lasoi county executive in charge of Lands and Urban Planning and Elizabeth Langat, who was in charge of Public Health and Environment.

“I have relieved Lasoi and Langat of their duties… they will be reassigned new duties,” Rutto told a press briefing, without naming their replacements.

Nominees’ names have to be forwarded to County Assembly for vetting next week. MCAs are on recess until Tuesday.

“The changes are informed by the need to realign service delivery with the pace, impact and scope envisioned in my manifesto,” Rutto explained.

“There is absolutely no reason for CECs to fail in implementation of projects as finances are availed for the projects on a monthly basis. Moving forward, we are not going to entertain any excuses and laxity among the Executive member.”

He denied that the changes were necessitated by the impending impeachment motion sponsored by Kembu MCA Julius Korir.

The reorganisation of the Executive and respective departments has seen some departments merged and others split

The Economic Planning and Finance department was split. Peter Koros will head the Economic Planning and Development docket.

“Dr Koros will oversee the spatial planning, general development, generating and implementation of the County Integrated Development Plan (CIDP) and all aspects of economic activities,” the Governor said.

David Kipyegon remained the CEC in charge of Information Communication Technology (ICT). Training and Industry go to Joseph Sigi who heads the Water Services docket while Eddah Chepkoech will be in charge of Roads, Public Works and Transport.

Lands, Public Health and Environment have been merged and will be headed by immediate former Agribusiness Executive Engineer Alex Kirui.

Recho Chepkemoi, who formerly headed the Education and Vocational Training Institutions docket swapped positions with her Social Services, Gender, Youths and Sports counterpart, Samuel Kipkoech.

Three of the CECs have been given additional responsibilities in other departments, in acting capacity.

Koros will double up as CEC Finance, Langat will also be in charge of the Medical Services while Kirui will double up as CEC in charge of Agribusiness, Cooperatives and Marketing.

Ruto has fired two other CECs in the last three years – David Sonoiya who held the Tourism and Energy portfolio and Engineer Samson Menjo who was in charge of Roads and Infrastructure docket.

Augustine Cheruiyot who headed the Agriculture docket

resigned in 2015 and took up a job at the office of the Deputy President while Fredrick Chelule, who was in charge of Sports and Youths, resigned a few months after being appointed in 2013 citing family pressure.

The Governor said CECs and senior staff in the various departments must conduct public participation meetings across the county.
