
The Council of Legal Education is guided by its vision of Innovative Legal Professionals Transforming Society and its mission to ensure quality legal education through responsive regulation and administration of Bar Examination. In delivering its mandate, the Council upholds the core values of Accountability, Excellence, Integrity, Inclusiveness, and Innovation.
The Citizens Service Delivery Charter outlines the services offered by the Council, the requirements for accessing those services, applicable fees, and the timelines within which clients can expect service delivery.
Timely Response to Public Inquiries
The Council provides multiple channels through which stakeholders can seek information and assistance. Responses are provided within established timelines:
- Phone calls – 15 seconds
- Physical office visits – 5 minutes
- Emails – 48 hours
- Social media platforms – 1 day
- Letters – 7 days
All inquiry services are provided free of charge.
Complaints and Grievance Handling
Members of the public may submit complaints and grievances free of charge. The Council responds to complaints within one working day and resolves formal complaints within seven working days.
ATP Examination Services
The Council provides a range of services relating to the Advocates Training Programme (ATP).
ATP Examination Registration
Candidates are required to attach requisite documents, select units, and pay the applicable examination fees. Registration fees are:
- Regular – Kshs. 5,000
- Resit – Kshs. 10,000
- Remark – Kshs. 15,000
The registration process takes one month.
ATP Examination Administration
Candidates are required to present personal identification documents and an examination card. This service is provided according to the examination timetable.
Release of ATP Examination Results
Candidates access their examination results through the candidate portal. Results are released within two months after the administration of the last paper.
Gazettement and Certification
Candidates who have passed the ATP Examination, fulfilled pupillage completion requirements, and confirmed their details qualify for gazettement. Gazettement is conducted quarterly.
The Council also issues Certificates of Compliance and Final Transcripts upon presentation of personal identification documents. These are issued free of charge within five working days of the notice period.
Licensing of Legal Education Providers
Institutions seeking licensing are required to complete and submit the prescribed form, attach supporting documents, and pay the applicable fees.
Licensing fees are:
- Certificate – Ksh. 500,000
- Diploma – Ksh. 900,000
- LL.B – Ksh. 1,600,000
- LL.M – Ksh. 1,600,000
Applications are processed within twelve months from the date of submission of complete application documentation.
Recognition and Approval of Foreign Qualifications
Applicants seeking recognition and approval of foreign qualifications are required to submit the prescribed form, attach supporting documents, and pay a fee of Ksh. 10,000. Applications are processed within seven working days.
Admission Clearance Services
Bachelor of Laws (LL.B.) Undergraduate Programme
Applicants seeking clearance for admission to an LL.B. programme are required to submit:
- An application letter
- A letter from the Legal Education Provider requesting Council clearance
- Certified copies of high school certificate
- Applications are processed within seven working days.
Advocates Training Programme (ATP)
Applicants seeking admission to the ATP are required to submit:
- An application letter
- Certified copy of LL.B. degree certificate
- Certified copy of LL.B. transcripts
- Certified copies of high school certificate
- Certified copy of identification documents
Applications are processed within seven working days.
Applicants seeking admission after completing a remedial programme are required to provide:
- An application letter
- A copy of the CLE letter instructing enrolment in the remedial programme
- Certified copy of the completion letter and transcript of results for remedial units
- Applications are also processed within seven working days.
Refund Applications
Applicants seeking refunds are required to submit an application letter and bank account details. Approved applications are processed within thirty working days from the date of gazettement and approval of the application.
Procurement Services
The Council facilitates supplier registration and procurement processes through the Electronic Government Procurement (e-GP) system.
Registration and Pre-qualification of Suppliers
Requirements include:
- EGP Registration Number
- Certificate of Registration
- AGPO Certificate (where applicable)
- Company Profile
The exercise is conducted bi-annually.
Tender Processing and Notification
Bidders submit applications through the e-GP portal. Tender processing takes forty-five days, while tender award notifications are issued within fourteen days following approval of the intention to award the contract.
Processing Payment for Goods, Works and Service
Suppliers are required to submit:
- e-TIMS Invoice
- Original delivery note
- Copy of P.O./LSO/Contract
- Job Card/Works Completion Certificate
- Bank details
Payments are processed within thirty working days from the date of receipt of the invoice.
Recruitment and Employment
Individuals applying for employment opportunities are required to submit a formal application in response to the advertised vacancy. Recruitment processes are completed within six months from the date of advertisement.
Commitment to Quality Service
The Council of Legal Education is committed to courtesy and excellence in service delivery. Stakeholders whose services do not conform to the stated standards, or who encounter officers who do not uphold these commitments, may report the matter to the Council of Legal Education or the Commission on Administrative Justice.
