President Uhuru Kenyatta has ordered Cabinet Secretaries to ignore summons to appear in Parliament on Tuesday pending consultation on legality of the summons issued by the House committee on General Oversight.
In a letter to the Clerk of the National Assembly dated October 10, the President’s Chief of Staff Joseph Kinyua said critical consultations are ongoing between the executive and Parliament on constitutional issues regarding the summons.
“Critical consultations are taking place at the highest levels of Government including with the Honourable Speaker and the Honourable Leader of the Majority.
“I have been directed to inform you that this matter will be held in temporary abeyance until the deliberations are concluded,” Mr Kinyua said.
The Commission on the Implementation of the Constitution (CIC) and the Law Society of Kenya (LSK) are some of the bodies opposed to the idea of summoning the CSs.
Lands, Housing and Urban Development Cabinet Secretary Charity Ngilu was scheduled to be the first one on the floor of the House at 10am.
Mrs Ngilu was to tell MPs the steps she has taken to safeguard files and other documents relating to land.
Interior and Coordination of National Government CS Joseph Ole Lenku was expected to tell MPs the number of livestock recovered after a raid on June 6, 2004 by cattle rustlers in Nadony and Akwichatis in Baringo County.
Education Cabinet Secretary Prof Jacob Kaimenyi was to explain the action he plans against heads of schools who withhold national examination certificates contrary to a government directive.
