Political analyst Mutahi Ngunyi has said he will refund any excess monies paid to a consulting firm associated with him for “further advisory services on implementation of the NYS vision”.

Consulting House is one of the companies said to have benefited from deals worth Sh2 billion at the National Youth Service, inclusive of the Sh791 million that was illegally paid out to suppliers facing charges in court.

In a letter dated July 5 to Public Service CS Sicily Kariuki, Mutahi said that the company’s board instructed him to undertake an audit into the company’s accounts “to determine the allegation that NYS paid an excess of Sh12,500,000”.

He said should the monies be found, it will promptly be refunded to the Ministry, Treasury or NYS.

Mutahi also asked the CS to investigate the payment and determine whether it was made in error.

In June last year, Central Bank of Kenya wrote to the Devolution Ministry, then headed by Anne Waiguru, about questionable payments of hundreds of millions to private firms through NYS.

Documents showed that Ngunyi’s Consulting House was paid Sh38.9 million for consultancy services for the implementation of the NYS 5-point Vision strategy.

Ngunyi received Sh25 million (Sh12.5 million each), as quarterly payment, while he received Sh10 million on May 27 and another Sh3.9 million on the same day as reimbursement costs while implementing the 5-point Vision strategy.
