Between criminal indictments and civil lawsuits, the deaths of 19 people have now been linked to Billy Chemirmir, the serial murder suspect accused of smothering elderly North Texans for years without detection.

The latest alleged victim, 90-year-old Doris Wasserman, was identified Monday in a lawsuit filed against The Tradition-Prestonwood. She is the ninth resident of the senior living facility to have been publicly identified as a possible Chemirmir victim.

 

Wasserman spent the afternoon of Dec. 23, 2017 playing with her great-grandson.ย Family left her alone at her apartment in The Tradition-Prestonwoodย around 3:30ย p.m. When her family came back about 8 p.m., they found her lying on her bed, fully clothed and unresponsive.

Her walker, which she used to get around the apartment, was near the front door, not her bedside. She was also missing $8,500 worth of jewelry.

Physical signs pointed to a number of possible causes of death โ€” including strangulation or suffocation โ€” but Dallas police officers at the time “found no evidence of foul play,” according to a police report.

Later, however, police told the family that Google tracking data put Chemirmir in the area of Wasserman’s apartment from 3:05 to 4:31 p.m. that day.

Chemirmir is in the Dallas County Jail in lieu of a $11.6 million bail. He has an Immigration and Customs Enforcement hold as he is in the country illegally.

Quentin Brogdon, an attorney representing Wasserman’s three children, said that it’s likely Chemirmir will be charged in the new case and that there is strong evidence that he killed his clients’ mother.

“The timeline and the circumstances surrounding Doris Wasserman’s death leave no doubt, whatsoever, that Doris Wasserman was yet another preventable, unfortunate victim of Billy Chemirmir,” Brogdon said in an email.ย “This lawsuit is being filed to hold The Tradition legally accountable for the foreseeable criminal acts of Chemirmir, a vicious predator who was emboldened, enabled and empowered by The Tradition.”

Chemirmir was arrested in March 2018 in connection with the deathย of a Dallas woman and the attempted killing of two older women in Plano and Frisco. Plano police then announced they would review hundreds of death reports to look for connections.

Since then, police have charged Chemirmir with 11ย counts of capital murder. Six other alleged victims โ€” not including Wasserman โ€” have been identified in civil lawsuits against The Tradition.ย Two other alleged victims have been named in indictments against Chemirmir.

In November 2016, after the deaths of eight alleged victims at The Tradition, staff there called police to report a suspicious man matching Chemirmir’s description wandering the halls of the fourth floor, where many of the victims lived.

The man wore a nice suit and carried a satchel, telling people he was a maintenance worker there to check the pipes. According to a police report, officers told staff “to tighten security and possibly go door to door.”

That was a year before Wasserman died.

 

The Tradition said in a statement issued Monday that it “regards all our residents as family” and that it was unaware of any foul play before police arrested Chemirmir in 2018.

“The deaths by an alleged serial killer in peoples’ homes and at multiple senior living communities in theย DFW Metroplex is a true tragedy,” the statement said. “The Tradition-Prestonwood relied on the investigations of the Dallas police, its detectives, and otherย reputable, established governmental entities.”

Theย lawsuit, however, alleges that “police were viewing each death through a skewed, incomplete lens due to The Tradition’s purposeful failure to disclose all relevant information.”

Although The Tradition marketed itself specifically for its top-of-the-line security and safety measures, according to the suit, the complexย “put profits over the safety of its residents” by failing to disclose a series of thefts and deaths to both police and residents.

While the complex claimed to have “surveillance cameras through the community” and “24/7 access control,” the suit suggest that Chemirmir was allowed access to the complex through an unsecured parking garage and that no cameras were placed in residents hallways.

“The Tradition consistently provided incomplete and incorrect information to the investigation authorities, thereby delaying Chemirmir’s eventual arrest,” the suit claims.

Chemirmir’s list of alleged victims would make him one of Texas’ most prolific serial killers. Here are alleged victims who have been publicly identified:
