The powers of CS Anne Waiguruย may be clipped should President Uhuru Kenyatta split her ministry into two in a strategic Cabinet reshuffle.
The changes will see CIC chairman Charles Nyachae head the Devolution ministry and Waiguru the Planning docket, the Star has established.
โNegotiation for Nyachae’s entry into the Cabinet is a done deal. You can take this to the bank,โ a source said.
Waiguru’s docket, made up of several ministries that were under the coalition government, has been seen as the most powerful in the Jubilee government.
Its core functions include strengthening capacity for county governments, spearheading affirmative action and empowering youth and women.
It is also charged with coordinating gender mainstreaming in all aspects of national development and transforming the public service for better service delivery.
Reports of the split come as the CS faces a storm over Sh791 million missing from the National Youth Service, which is part of her docket.
Uhuru’s initial cabinet of 18 secretaries increased by one slot when the Water, Irrigation and Environment ministry was split and Eugene Wamalwa appointed a CS. Nyachae’s entry will increase the number to 20.
Nyachae’s appointment may cause political tension in Kisii since Uhuru has assigned nearly five of his family members plum parastatal posts.
Kilifi North MP Gideon Mung’aro may also be appointed CS as the President reorganises his government.
Mung’aro, an ODM MP, has been slow to accept the appointment because he would have to first lose his parliamentary seat, sources say.
The ODM legislator fell out with Cord leader Raila Odinga after he was demoted as Minority Whip in the National Assembly.
