He was to open the conference at midday and thereafter participate in a high level discussion on intergovernmental relations as a panelist.

But the heavy rains pounding many parts of the country made visibility impossible for his chopper to fly to Kakamega.

Among those who have addressed the meeting at Kakamega High School so far are UK Ambassador Nic Hailey, Siaya Senator James Orengo, Elgeyo Marakwet Senator Kipchumba Murkomen and Uasin Gishu Governor Jackson Mandago.

President Uhuru Kenyatta was unable to attend the 5th Annual Devolution Conference in Kakamega County in April 2018 due to adverse weather conditions.

Heavy rains and flooding in Nairobi disrupted his travel plans, leaving him “marooned” at State House. As a result, he addressed the conference remotely via a live televised link from Nairobi.

This incident was not an isolated one. In August 2021, the 7th Annual Devolution Conference scheduled for Makueni County was postponed indefinitely due to a surge in COVID-19 cases and the subsequent ban on all forms of gatherings .

Additionally, in November 2021, former Prime Minister Raila Odinga represented President Kenyatta at the opening of the 7th Devolution Conference in Wote, Makueni, while the President delivered a recorded opening speech and was expected to officially close the event.

These instances highlight the challenges that can arise in organizing large-scale events and the adaptability required in the face of unforeseen circumstances.
